The character was created by Saturday Night Livewriter Bob Odenkirk and named by Farley after one of his Marquette University rugby union teammates (according to Wikipedia, Father Matt Foley, former pastor of St. Agnes in the Little Village Community of Chicago, who is currently an army chaplain serving in Afghanistan).
